    A quick look at the source (https://github.com/wyndec/CoCoKeys2USB)
in the file cocoKeyMaps.h shows that CoCoKeys2USB does indeed send
KEY_RIGHT_ALT for @ when in VCC mode. In the other modes it sends @ as
expected. I also confirmed that it sends the Right Alt Key when @ is
using 'xev'. I don't use VCC, but, confirmed that when the VCC
keyboard mode is 'CoCo(DECB)', the Right Alt from CoCoKeys2USB is
printed as @. Also works if I press the Right Alt key on my REAL
keyboard.
