I tried this as well, and I am getting similar results for Windows.

I created ~/AppData/Local/XRoar/roms

I put in the various ROMs Allen referenced, as well as the coco3.rom and 
coco3p.com into that directory.

When I start xroar, mine boots with CC1 and 2, but if I switch to CC3, 
just a black screen.

I also tried to start via command line:

xroar -m coco3


No dice.
