You don't need to enter the file name twice. But you do need to append
the comma to indicate that the target is a disk image and not just a
file.

decb copy file1 file2   # this is a plain file copy, where file2 is
replaced by file1
decb copy file1 file2,  # this assumes file2 is a disk image and
copies file1 into it
