I think they might vary by type, but the PAL ones in Dragon machines
_seem_ to have one tuning the main carrier frequency, and the other
being the sound carrier's offset.

I wonder if that's more due to straying too far from a nice identifiable
(by the TV) "channel frequency"?  The colour subcarrier mixing is already
in the composite signal before it hits the modulator.
