I found this out the hard way trying to copy existing disks

Radio Shack was Password locking there disk software from the get go with the model 1 and TRSDOS. 1. 3      The first sector of the DIR/SYS contains the 16 bit hashed password that would need to be known to make a backup. A common trick was to use a Hex editor and write that entry to be blank.

This was in 1978.

Do you have a recollection of which programs did this for the CoCo?

Sorry, Tim.  I don’t know that any Coco software did.  I guess I wasn’t too clear on that point.  That was mainly used on some IBM PC software, but quickly went out of favor.  I’m guessing it was the right to make backup copies for your own use.  The laser hole technique prevented that.
