That config file is just used to tell SDC-DOS what to do on startup (like if you want disks to be auto-mounted and such).  I do have mine configured to have my OS-9 boot in Drive 0 at startup, but you just need to put it on your SD card and do

DRIVE 0,”OS9SDC.VHD”:DOS

…and you should be in OS-9 in a few seconds :-)
