Try lifting all the socketed chips about 1/16" or so and reseating them,
cuts thru the oxide on the chips pins for a while, in extreme cases pull
them out paying attention to the scalloped end so you put it back the
right end to, but give them a soak in the silverware chemical called
Tarn-X for 30 minutes or so while stirring it till the pins are nice &
clean instead of black, rinse well in hot water, dry them pins down on a
turkish towel till dry. and re-install. Unless you've a genuinely bad
chip, that should fix it.
