Correct, Commodore didn't actual make the monitor. It's just a rebranded monitor.

As you've noted, the Commodore monitors were quite popular at the time.
I have one I used with my Ataris & CoCos. So while it is the 'enemy' it's
correct for the time period.
PS, Atari didn't make a monitor (that I know of) during the A8 period.
