Another cheaper option is setting up a PBX with an ATA such as a GrandStream HT502 or Cisco SPA112 or SPA122 and a Raspberry Pi running Asterisk. I built one recently that I fit into a box that fits under a standard WE 500 rotary phone for a demo at work with a Model II and 8" floppies.
