[Coco] CMOC C-like compiler now supports 32-bit arithmetic

Hi Jim,
Linux is my primary environment, but I do use Windows at times. I was able
to successfully compile William's lwtools and Pierre's latest cmoc compiler
using the MSYS2/MinGW environment in Windows. lwtools is required by
cmoc. Setting up the MSYS environment in Windows is not difficult and will
allow you to use many more tools as well as compile some things for
yourself.
Granted, the WinCMOC program does have a GUI based IDE, but there are
plenty of nice editors in Windows.
