Emulators have been in the app store for almost as long as there has been an App Store.
There are a few arcade emulators, Atari 2600, some other home computers and even old DOS PC. What they haven't been allowing are open ended emulators like MAME, though there are ways to load it on an iOS device without jail breaking it.
