[Coco] How to compile MAME on a WinXP x32 system??

The falling dominoes effect is taking place w/ Windows XP.  Perhaps has been for a while. My guess is that lots of open-source projects are abandoning XP support and virtually no commercial support. The latest Git and Python version(s) don't run it. We can pretty much chalk-up Windows XP as in the early stages of being a retro OS already.
