If you are indeed not using hdbdos and you are trying to boot from a floppy then you should not be trying to build a boot disk with DriveWire support as a first attempt. If you are going to boot from floppy then the simplest thing to do is to make an image that boots and also runs from a floppy. To boot from DriveWire invokes several more layers of complexity.
