[Coco] Developing for cocos on windows

I use RainbowIDE on a Win Vista system with no problems. I don't think there's anything in it preventing running on Win 7-10.
The one thing that was never finished in RainbowIDE is support for gcc-6809. I think it was promised, but never came about.
