would you be able to give the exact pacman -s calls to load gcc, make.
and how to get lwtools in this envirenment?

a link to howto would be great too

To get a relatively sane command line environment on Windows, install
MSYS2 from http://msys2.github.io/
With this you can easily install make, vi/emacs and all kind of
standard tools. Also gcc if you want to compile Windows binaries.

Then get lwtools from William's web site and Bob's your uncle.
