[Coco] SDC-DOS 1.4 Release

Another update to SDC-DOS is available (now version 1.4).

This version has no new features since last week's release of 1.3.  It does
fix a couple of bugs that were reported.  If you have installed version 1.3
and use Disk EDTASM or Robert Gault's EDTASM6309 then you will definitely
want to update to 1.4.
