If you have the original copyright 1986 GIME chip like I do it is. It has nothing to do with the RGB2VGA, it used to do that on my system even when I was using a CM8 monitor, and it does it now on my HDMI flat screen. I presume that you mean little random speckles? If you post a picture some where I'll compare it to what I see.
