I pulled the 6309c and put it on a breadboard with 10K pullups on NMI, 
IRQ, MRDY, HALT, RESET, etc.  I put a 10uF on RESET as well and powered 
it up...

Nothing. :-(

I tried my 6809 as well, to the same effect.  I don't doubt your advice, 
but it looks like I have more I need to do to get this CPU to run.
