OS-9 already supports this through the TPI flag in LSN0 (the cause of 
the never ending disagreement of how it should be set for 135tpi 3.5" 
floppies).  If you have the drive descriptor set for 96tpi and put a 
disk that has the bit set for 48 tpi in the drive it will automatically 
double step when reading that disk.
