Just legacy, since that tool was designed to make a bootable floppy drive. :)

The "cobbler" utility was just hard-coded to expect single or double sided floppy drives. It was never designed for anything else.
However, in my next post, I will show how you can cobble right now, and only loose about 3K of potential disk space :)
