I thought about that a while back, but loading the 32K images from SD card would be slow would it not?

Skip the giant EEPROM and just make a 32K RAM board. Have your arduino load the ROM files from an SD card and put it in the RAM for the CoCo to access. Then you can have GIGABYTES of ROM images and no need for a chip programmer.
