For software that doesn't use the ROM, you would have to ignore what was printed on the key and press the key that is in the right position, other than that the software would work ok, and when you are entering code in BASIC or typing command the keyboard would work with the right characters. As for OS-9, replacing the keyboard driver should fix all OS-9 software. I expect this would have fewer issues than a CPLD.

That doesn't fix software that doesn't use ROM routines or the OS-9 keyboard
code. Better off to have any new keyboard be compatible at the hardware
level. It's much less work.
