Swapped out? Looking at the pics of the item I don't see any socketed component.
Maybe the SRAM chip is not visible?

Subject: [Coco] Terasic DE1
Folks, this is just a "heads up" on a Terasic DE1 being sold on eBay.
I'm just
posting the information because it's a good deal and someone
might like to buy
it for the CoCo3 FPGA. I am in no way affiliated with
the seller. Here is the
link:
http://www.ebay.com/itm/131582773884
The seller is asking $138.95 (and
free shipping) but I know for a fact
they will take $115 if you make that offer
(I know this because I just
bought the other one they are selling). You will
notice that it is
being referred to as an Altera DK-CYCII-2C20N which is
exactly the same
as the Terasic DE1. It's just marketed by Altera instead of
Terasic.
Currently, the CoCo3 FPGA on this board is running lots of CoCo 3 DECB
software with drivewire support as well as NitrOS9 at 25 MHz now with
support
for SD card as well (currently the SD card works only under
NitrOS9). I am
currently running NitrOS9 on this with a 4GB card and
using two 128 MB
partitions. The partitions could be much larger but I
chose for now just to
limit them to 128 MB because I don't have enough
stuff to fill them. If you
are familiar with the megaread program this
setup with SD card support will
complete megaread in less than 3.5 seconds.
Note: It is possible that this
board has the newer SRAM chip which may
limit the maximum clock speed to lower
than 25 MHz. Gary is working on
this and may have solved the issue already.
However, even if it does
the SRAM can be swapped out for the older chip if
desired.
