[Coco] CoCo 3 RGB to SCART video, then converted to HDMI

I've mentioned this a few times in the past, but this guy has a simple
composite sync schematic on this page
http://www.epanorama.net/circuits/vga2rgbs.html.  I've used it with a
knockoff CGA to VGA adaptor and it worked well.
