That sounds right. Extended Color Basic reserves more memory for the 
hires graphics.

You do have 64K. The other 32K is not normally accessible to BASIC and 
is taken up by ROM space. Machine Language programs can turn off the 
ROMS to access all the 64K.

Not sure about the hack. Not familiar enough with the CoCo2.
