Keith, for a "complete" OS9 keyboard and character set chart, try this:

It's the most complete keyboard mapping I've seen for Coco 3 and OS-9 L2
I have one printed up and in a plastic sleeve. It's always on my desk as I can never remember the keycodes.
My Coco 3 has an Eagle AT keyboard interface, so I haven't used a real Coco 3 keyboard in many years. The Eagle allows me to use the Coco with "normal" PC keys, plus a few extras.
