[Coco] Proof-of-concept to make 16KB HDB-DOS ROMs seamlessly

That extra 8K can still be used on the coco3, too. You just need to have 
a slightly different ROM for the coco3, one that handles the shadowing. 
You could even still run it from RAM since there's an 8K block that's 
not actually used in the 128K memory map. Then you could swap the 8K 
block in as needed.
