[Coco] Vcc ROM emulation Error?

Last night while hacking HDBDOS to use the 16k ROM mode, I discovered
the Vcc's fdc emulator doesn't support a 16k ROM. Switching the ROM on
and off yields no results in the 0xE000 memory area. And before anyone
asks, I did make sure to not call any patch routines that forces the
RAM mode.   If anyone has the source can you check into this?
