Well, as long as you're not violating the GPL, you can do whatever you 
want and if it's saying to grab the hg repository, you're covered there 
since that is obviously the source code. :)

That said, it would be good to have a pointer back to the official site, 
if you don't already have one there. There's useful information on the 
site, notably the manual and, as Tormod has pointed out separately, 
links to his third party Windows binaries.
