[Coco] PAL CoCo

On Coco it's an IC. It's commonly mistaken by a 24-pin EPROM but it's not.
If you follow the traces you will see that it's connected to the 6847 like
this one here:

Maybe it would be better to get the dragon32 circuitry. It uses an LM1889
and some models have a daughter board to improve the the SAM
synchronization.
