If that is the case, then I still need a working chips to replace with. It's
a Model 26-3127B unopened, so I don't know if it has socketed ICs or not

It could be an easy fix, I would not give up so easy.  If seller refunds
you money, but does not take it back I would open the case up ans see if
there are any socketed IC and pull and reseat them.  With garbage on the
screen at least you know the VDG is working.
