Nick, if you are refering to OS-9 and/or Basic09, just look in the Level 2 Basic09 manual and/or in the NitrOS9 Technical Reference manual. The Basic09 commands are fairly straight forward and calling graphics from C or Assembly is fairly simple as well.
The main thing to remember in OS9 is that GRFDRV must be in the CMDS dir and for Basic09, GFX2 needs to be merged with RunB, SysCall, & Inkey, also in the CMDS dir. In C, using Mike Sweet's CGFX7 library (cgfx.l) is probably the easiest way to go.
There are many examples of these in various programs and demo sources in the RTSI, Color Computer Archive, & MaltedMedia archives.
All the documentation can be found on these sites as well as the NitrOS9 repository under the Documentation section.

capabilities in relation to CoCo3 graphics modes?

I'm not interested in CoCo 1/2 pmodes.
