It depends on how you look at it.

Internally (in Basic09's editor) the code runs slower due to maintaining pointers to the various tables it uses to allow editing and debugging.

Packed I-code is only a little slower than object code. Instructions are stored in post-fix notation.

I have never compared speed to RSBASIC or any other interpreted basic.
