Ah, okay. So Gary Becker implemented a way to access virtual hardware, and it's become a thing on other systems. Kind of like how the original CoCo emulator by Jeff Vavasour added support for a hard drive, not by emulating some actual card, but just mapping some registers so it would be easier/faster for the emulated code to handle.

Very interesting. I am still fighting MESS to get it all going on a Mac. I hope to have a tutorial done showing step by step how to do it once I get it figured out.
