Bill,
It'mainly used as an adapter to plug portable stereo devices into a stereo system or similar.
I actually use one to plug my laptop's headphone output into my mixing console when I run sound for bands. I have to also use RCA to 1/4 inch phone plug adapters on the RCA ends to match my 1/4 inch inputs on the console.
I use my laptop to supply music between the band's sets (DJ).
