Didn't the original CoCo use just a Line Feed ($0A) for the end-of-line marker? If so, and IF removing CRs was the purpose of the utility, then the utility would be useful for files transferred from MS-DOS/Windows machines, which use Carriage Return-Line Feed ($0D $0A) for the EoL marker.
If our wild-eyed guess is correct, then it would be possible to create this routine from the "cat" program found in K&R's "The C Programming Language."
