Mentioning VCC means you are using Windows, right?

The MESS emulator comes with a command line tool (imgtool) and a GUI
tool (wimgtool) that knows all about CoCo's DSK format, RSDOS and OS-9.

There is also tooshed, http://sourceforge.net/projects/toolshed/.

It is all command line though.
