[Coco] CoCo VGA Adapter

I agree - I have two of these I bought used. I have been able to get them to 
work with my CoCo 3 using a 32Mhz crystal (1Mhz/2Mhz) operation - some 
adjustment of the monitor controls was required, but these things still 
synced to the modified timings caused by switching to a 32Mhz crystal.
