The Tano Dragon is a Dragon64 with NTSC video.

I would imagine that the floppy driver in the Dragon version of OS-9
expects a Dragon disk controller. Are you using a Tandy controller?
If so then I think you will need a non-standard version that contains
a boot loader and RBF driver targeting the Tandy 17x3 style
controllers.
