Wimgtool is the Window GUI port of imgtool and is part of the mess
package.

I see VDK support is already there:

$ ./imgtool listformats

Image formats supported by imgtool:

It looks like it suports OS-9 and RS-DOS file systems. Prolly not a lot
of VDKs with thoes file systems. It look like someone needs to add a
DragonDOS filesystem.
