Zooming in on the bedlam.wav file in Audacity (open source audio 
editor), you can clearly see that the sampling rate is lower than 
you'd expect but just enough to get by.  The 1200hz and 2400hz sine 
waves appear to be first generated in the software but then run 
through a 11025hz filter, or that 11025hz won't allow for a perfect 
series of 1200/2400 sine waves using the same "sample data".
