Is that safe? I don't want to draw power from any point on the motherboard
if it's going to tax it to dangerous levels.

The power supply already does that. No need to add another power supply
to just run a fan.
I usually grab 12v from the anode side of one of the fat diodes. Ground
is pretty easy to come by. Usually I just solder to the bare tin near
one of the copper keyboard supports.
This voltage is unregulated, so as a great side effect, you get audio
feedback as to how busy your CoCo is.
