Perhaps the easier way is to download and install Cygwin
(http://www.cygwin.com) to get what effectively is Linux running under
Windows. If you do this, you get most of the command-line stuff available in
Linux including cvs, make, config, gcc, etc. It's a lot easier than
installing and trying to hack the Windows versions of these things.

You're right :) man, I must be tired. I was looking around this GUI
stuff ( I'm new to cvs) and basically, I could have simply used a shell
to type your command.
If you want it, I can make a zip file of the directory, and give you a
URL to download it.
