[Coco] Appliance and Light Controller

Add me to the list of takers.

I've been wanting an OS-9 driver for the X10 stuff for years. I have to use 
the rompak to reprogram my controller and I don't like it.
With an OS9 driver, I can schedule the programming for different seasons and 
Daylight Saving Time/Standard Time and all that.
 I can use it for security things also.
