[Coco] Next arcade port to CoCo 3

Just one problem, the Speech-Sound Pak does not work on a CoCo 3 when 
running at high-speed (1.78 MHz).

It's better to lose 25% of the CPU time doing sounds directly than to 
lose 50% because you can't run at high speed.
Also, not everyone has a Speech-Sound Pak.  (And even few have one 
that has been fixed to work at 1.78 MHz.)
