[Coco] Notest on Portal-9 and MESS

The disclaimer seems to show once, the first time a specific type of 
Coco emulation is used. That means Portal-9 should not use the 
-skip_disclaimer command option but the OK will only be needed once per 
Coco type. If that option is left in the .ini file, MESS will not start.

The change seems to have been incorporated into versions .100 and up.
