For Linux the thing to do would probably be to take a Free generic IDE
like Eclipse and make it assemble the code with one of the free
assemblers and MESS for running the code. 

Make and Vim work for me though...

On Windows though Portal-9 can't be beat. Snappiest IDE I've seen since
Borland's old Turbo xxx compilers.
