[Coco] GIME Chip

The '86 GIME was a source for sparkling dots on the screen and had 
problems with the horizontal scroll, as I remember it. I'm not aware of 
the '87 GIME malfunctioning but it does have different timing from the 
'86 version.

Some types of graphics programs must have their timing adjusted when you 
switch from an '86 to '87 GIME.
