[Coco] CLOAD without ?IO ERROR

Hot Coco published "Tape Reliability" by Ralph Tenny, June, 1983. This 
article included a short ml program which wrote to a tape the tones used 
by the tape system. It then read back the tape looking at the recovered 
tones. If the tones deviated sufficiently from the original because of 
incorrect volume, poor tape, or poor recorder characteristics, the 
program would stop the tape.

In short, the program could be used to certify a tape for use.
