The GIME chip would be a last resort and most likely not the issue. 
SEC does not use the interrupts from the GIME chip in COCO 1/2 
mode. That is what the tre does on power up.

You do have a newer version of the GIME chip and that is very 
good. Most likely  it is the keyboard itself.
